All heavy truck traffic except certain construction trucks and moving vans going to a particular address within the designated areas, shall not be permitted to travel on streets designated by the board of public works and safety upon recommendation of the city engineer:

    Reo Street, between State Street and Indiana Avenue;

    Hinman Street, between State Street and Indiana Avenue;

    Beatty Street, between State Street and Indiana Avenue;

    Jones Street, South of Indiana Avenue;

    Indiana Avenue, between State Street and Stadler Drive;

    14th Street, between Washington Street and Lawton Avenue;

    16th Street, between Washington Street and Lawton Avenue;

    Lawton Avenue, between 14th Street and Newsome Avenue;

    Illinois Street from Ross Street to Brooks Street and Brooks Street from Illinois to State Street.
