The following points of reference constitute the base lines of the geographical grid system: commencing on the north line of Water Street as the basis for numbering all streets running north and south; commencing on the meridian running north and south through a point three hundred twelve feet west of the southwest corner of Lindsay Street and First Street as the basis for numbering all streets running east and west.
