Each applicant for water service shall furnish and have a shut-off valve installed inside each new building or tenement constructed after the effective date of this chapter, to control the flow of water inside such building in case repairs are to be made on the plumbing of such building or tenements, before water service will be turned on.
    B.    Where water is turned off for nonpayment of water service, a charge of five dollars shall be made and paid before the water will be turned on after the delinquent bill has been paid. (Prior code § 33-22)
