It is unlawful for any one to make connection to a municipal water utility transmission line or distribution line without first making application for connection and complying with the provisions of this chapter. Violators shall be subject to a penalty of twice their installation and tap on charge plus twice the minimum monthly water rate for the period involved. Anyone using the services of the municipal water utility and not paying for such services or not reporting the use of such services, as of the effective date of this chapter, shall be subject to a penalty of twice the installation and tap on charge plus twice the minimum monthly water rate for the period from the effective date of this chapter.
