For the purposes of Sections 13.08.180 through 13.08.230, the following words and phrases shall have the meanings respectively ascribed to them by this section:

    "Distribution mains" means the water mains which are required to provide service to prospective customers from the transmission main.

    "Total revenue" means the revenue obtained from monthly minimum billings for consumption and hydrant rental, and does not include front footage assessments, nor connection charges, nor any other charges.

    "Transmission main" means the water which is required to transport water from the proposed point of connection at the municipal water utility's existing water main to the nearest property line of the nearest prospective customer, unless other factors, as deemed by the board, indicate otherwise.
