Notwithstanding the provisions of sections to the contrary, in any areas outside the corporate limits of the city where the utility service board shall determine that the water table is lowered as a result of pumping activities by the municipal water utility to the extent that privately owned water wells in such areas are affected by such lowered water table, no person applying for water service to a residence located in any such area shall be required to pay any assessment, installation or tap on charge in order to obtain such service, if such residence shall have been constructed or under construction as of the twenty-second day of January, 1974. The above waiver of assessment, installation and tap on charges shall in no event discharge or otherwise change the obligation of each customer to pay the deposit provided herein and the service rates and charges established for water service.
