No person except those authorized by the superintendent of the municipal water utility shall take water from any public or private hydrant, street washer, faucet, hose pipe or fountain except for fire purposes and for the use of the fire department in case of fire, or in any way use or take water for private use which is supplied by the municipal water utility, without first paying for the same and receiving a municipal water utility receipt therefor.
