13.20.020 Classification of charges.
Every person whose premises are served by the sewage works
shall be charged for the services
provided. These charges are established for each user class, as defined, in order that the sewage
works shall recover, from each user and user class, revenue which is proportional to its use of the
treatment works in terms of volume and load. User charges are levied to defray the cost of
operation and maintenance (including replacement) of the treatment works. User charges shall be
uniform in magnitude within a user class.
A. User charges are subject to the rules
and regulations adopted by the United States
Environmental Protection Agency, published in the Federal Register August 21, 1973 (38 CFR
22523) and on February 11, 1974 (39 CFR 5252). Replacement costs, which are recovered
through the system of user charges, shall be based upon the expected service life of the sewage
works plant and equipment.
B. The various classes of users of the
treatment works for the purposes of this chapter, shall
be as follows:
Class I: Residential single-family
only.
Class II: All other which includes:
1. Multiple-family dwellings (on a single
meter);
2. Commercial:
3. Governmental;
4. Institutional;
5. Wholesale residential.
Class III:Industrial.
