Chapter 13.20 SEWER RATES AND CHARGES
Section 13.20.060 Rate surcharge.
In order that the rates and charges may be justly and equitably
adjusted to the service rendered
to the industrial users, the city shall base its charges not only on the volume, but also on strength
and character of the stronger-than-normal domestic sewage and wastes which it is required to treat
and dispose of. The city shall require the industrial user to determine the strength and content of
all
sewage and wastes discharged, either directly or indirectly into the sanitary sewage system, in such
manner and by such method as the city may deem practicable in the light of the conditions and
attending circumstances of the case, in order to determine the proper charge. The industrial user
shall furnish a central sampling point available to the city at all times.
A. Normal sewage domestic waste strength
should not exceed a biochemical oxygen demand
of three hundred forty-four milligrams per liter of fluid, suspended solids in excess of two hundred
forty-eight milligrams per liter of fluid, phosphorus in excess of eleven milligrams per liter of fluid
or NH
3-N in excess of twenty-seven milligrams per liter of fluid. Additional charges for treating
stronger-than-normal domestic waste shall be made on the following basis:
1. Rate Surcharge Based Upon Suspended
Solids. There shall be an additional charge of $.076
per pound for suspended solids received in excess of two hundred forty-eight milligrams per liter of
fluid.
2. Rate Surcharge Based Upon BOD.
There shall be an additional charge of $.063 per pound
of biochemical oxygen demand for BOD received in excess of three hundred forty-four milligrams
per liter of fluid.
3. Rate Surcharge Based Upon Phosphorus.
There shall be an additional charge of $.726 per
pound of phosphorus received in excess of eleven milligrams per liter of fluid.
4. Rate Surcharge Based Upon NH
3-N. There shall be an additional charge of $.233 per
pound of NH3-N received in excess of twenty-seven milligrams per liter of fluid.
5. Special Rate Zone. Those single-family
domestic users that receive sanitary sewer service
by the city and reside outside the limits of the city and within the property described as the
Royalview Subdivision Sections I and II as recorded in Plat Book "F" page 96 and Plat Book
"K"
page 59 respectively shall be subject to an interim service charge of twenty-four dollars per
household per month.
B. The determination of suspended
solids and five-day biochemical oxygen demand contained
in the waste shall be in accordance with the latest copy of "Standard Methods for the Examination
of Water, Sewage and Industrial Wastes," as written by the American Public Health Association,
the American Water Works Association, the Water Pollution Control Federation and in
conformance with "Guidelines Establishing Test Procedures for Analysis of Pollutants,"
Regulation CFR Part 136, published in the Federal Register on October 16, 1973. (Ord. 98-25 § 3,
