The fire limits in the city shall be territory bounded as follows:

    Commencing at the intersection of Lafayette Street and a public alley running east and west between First Street and the Pennsylvania Railroad right-of-way; thence west along the center of such alley to its intersection with Brown Street; thence north along the center of such Brown Street to a point where such Brown Street, if extended, would intersect with Twelfth Street, if extended; thence east along a  line with the center of such Twelfth Street to its intersection with Franklin Street to its intersection with Seventh Street; thence east along the center of such Seventh Street to its intersection with such Lafayette Street; thence south along the center of such Lafayette Street to the place of beginning.
