Guarantees that all required improvements will be constructed according to approved plans shall be a prerequisite to the recording of a final plat. Department approval of a final plat shall be subject to the improvements being constructed and accepted for dedication or the appropriate financial guarantee being posted with the board of public works and safety before recording.
