A.    All ordinances shall contain a title which briefly describes its content and subject matter. All ordinances shall be read two times before they may be put to a vote upon passage, unless these rules shall be suspended, and such readings shall be by title only unless otherwise required by proper vote of the council. No ordinance shall be passed upon the same day as it is introduced except by unanimous consent, and then only in case there are present and voting at least two-thirds of all the members elect of the common council.

    B.    No ordinance or other matter may be introduced unless it shall have been first transmitted to the presiding officer of the common council at least eleven days in advance and to each member of the common council at least seven days in advance of such introduction, unless the common council shall vote to take up consideration of such ordinance or other matter by suspending the rules or otherwise dispose of such ordinance.

    C.    All ordinances shall be read by the title when introduced and may thereafter be referred to a committee by the presiding officer or held over until a future meeting, unless the common council shall vote to take up consideration of such ordinance by suspending the rules or otherwise dispose of such ordinance.

    D.    All votes upon the passage of ordinances, resolutions and upon motions to suspend the rules shall be by yeas and nays, unless a roll call vote is requested.

    E.    All resolutions presented for any action by the council shall contain a title which briefly describes its content and subject matter and shall be read by the clerk by title only unless by proper motion and vote by the council, it determines that the resolution should be read in its entirety, and immediately thereafter it shall be acted upon by the council.

    F.    The agenda, along with all ordinances, resolutions and other written matters to be considered by the common council, shall be posted at the entrance of its chambers at least one day prior to each open meeting. (Prior code § 2-19)
