A.    The common council mandates that the utilities service board shall submit to the common council, the annual budget of said utilities service board in November of each year.

    B.    The common council establishes that the common council shall have the authority to review, revise, delete and amend any and all provisions of the annual budget submitted by the utilities service board. After completing the review of the budget so submitted, the common council shall approve said budget by resolution, as amended, revised or deleted, in December of each year.

    C.    This section shall become effective as of January 1, 1987. (Prior code § 2-39.1)
