All city positions are designated as those which are to be covered by the old-age and survivors' insurance except the following:

    A.    All services of an emergency nature;

    B.    Part-time positions;

    C.    Positions which are compensated on a fee basis;

    D.    Elected legislative officials;

    E.    Elected judicial officials. (Prior code § 21-16)
