Given the reciprocal nature of this chapter and the shared responsibilities between the city and Bartholomew County, this chapter may not be amended or repealed by either the city or the county without the party seeking to amend or repeal the chapter providing the other party with sixty days' prior written notice of any proposed amendment or repeal. In the event that either the city or the county, or both, would amend or repeal this chapter, in whole or in part, any funds previously appropriated for existing projects or operations will be paid through the end of the then existing budget year according to the city's and county's then applicable pro-rata share.
