Section 3.04.040 Purchasing agencies designated.

    A.    The board of works shall perform all of the powers and duties assigned to the "governmental body" for the city under the Act (I.C. 5-22).
    B.    1. Except as provided in subsections (2) and (3), the common council designates the board of works as a "purchasing agency" for the city under the Act.
    2.    The common council designates the park and recreation board as a "purchasing agency" under the Act, with respect to purchases made from the funds of the city's department of parks and recreation.
    3.    The common council designates the board of aviation commissioners as a "purchasing agency" under the Act, with respect to purchases made from the funds of the city's department of aviation.
    C.    1. Except as provided in subsections (2) and (3), the  board shall act as the purchasing agency for every agency, board, office, branch, bureau, commission, council, department or other establishment of the city.
    2.    The park and recreation board shall act as the purchasing agency for the department of parks and recreation.
    3.    The board of aviation commissioners shall act as the purchasing agency for the department of aviation.
    D.    1. Each respective purchasing agency shall have all the powers and duties authorized under I.C. 5-22, as may be supplemented from time to time by ordinances adopted by the council and policies adopted by the respective purchasing agency.
    2.    Each respective purchasing agency shall designate its purchasing agents in writing. (Ord. 98-19 §§ 1 -- 4, 1998)
