Within forty-five days of the receipt of said written verification, the incentive review committee of the common council shall review the annual report for purposes of determining if the goals and objectives of the statement of benefits form as previously approved are satisfied. If the incentive review committee determines that the applicant has substantially complied with the terms and conditions of the statement of benefits form and the purposes and goals of the Indiana Code 6-1.1—12.1-1 et seq. have been accomplished, the incentive review committee shall have the authority to execute a CF-1 form indicating that the property owner is in substantial compliance for that reporting period.
