A.    A permanent escrow account for the receipt of donations and appropriations for the maintenance and purchase of art work in and about the building and grounds of City Hall is created.

    B.    The moneys in such account shall not, from time to time, revert to the general fund, but rather shall be a permanent escrow account maintained perpetually for the maintenance and purchase of such art work. (Prior code § 7-55)
