3.20.290 Neutering account established in the escrow account.
A. A neuter account is established in
the escrow fund to accept all moneys donated by
interested groups and individuals for the purpose of encouraging pet owners to have their animals
spayed or neutered.
B. Moneys form this account shall be
used as incentive to encourage pet owners who have
adopted their pets through the services provided by the city animal control department to have their
animals neutered or spayed. The animal control commission shall determine the amount and type of
financial incentives to be provided. Incentives may include, but shall not be limited to, rebates
and/or direct payment for outside services.
C. Moneys deposited in this account or
earned as interest from money deposited in this
account shall not revert to the general fund and shall not have to be appropriated annually by the
