It is unlawful for a transient merchant, itinerant vendor, food vendor, clairvoyant, fortune teller, billiard hall, pool room and amusement game machine parlor as defined in Section 5.04.020, to engage in such business within the city without first obtaining a license in compliance with the provisions of this chapter. Further, it is unlawful for any public gathering, as defined in Section 5.04.020, to be held within the city without first obtaining a license in compliance with the provisions of this chapter.
