No license shall be granted to any person to operate taxicabs unless such person has a permanent office from which to control and regulate the operation of such taxicabs. This office shall have its own separate identifiable telephone number. Further, each taxicab in service shall have the capability for two-way radio communication, with such office service as the base station. (Prior code § 29-17)
