Upon filing of the application, approval by the board of public works and safety and the payment of the proper fees, as provided in this chapter, the clerk-treasurer shall issue to the applicant a license permitting the operation of the motor vehicles described in the application as taxicabs. All licenses shall be issued having an expiration date of December 31st in the year of issue. At the same time, the clerk-treasurer shall issue to such applicants separate license cards for each vehicle covered by such application which identification card shall be prominently displayed in the vehicle for which it was issued.
