A.    Any person owning, harboring or having custody of a dog or cat over three months of age within the city must obtain a license under this chapter for each dog or cat over the age of three months.

    B.    Only those persons keeping animals, "keepers," shall be exempt from this chapter. However, the owner of that animal shall be responsible for the obtaining of the license. (Ord. 98-34 § 7, 1998; prior code § 4-10)
