A.    It is unlawful to own or harbor any dog or cat the age of three months or older without a valid rabies vaccination.

    B.    Any person who violates subsection A of this section shall be subject to a fine as follows: ten dollars for the first offense, with the fines increasing in increments of ten dollars for each subsequent offense, but not more than one thousand dollars.
