Any person who violates any section of this chapter or who fails to comply with any of its requirements, including violations of conditions and safeguards established in connection with this chapter, shall be guilty of an ordinance violation and shall be fined in the sum of not less than twenty-five dollars nor more than two thousand five hundred dollars for each day's violation. Every day that a violation continues shall constitute a separate offense. Such imposition of a fine shall be in addition to any service charge assessed pursuant to Section 8.04.080.
