If weeds, unkept lawn grasses or other rank vegetation are found to be growing in violation of this chapter by the board of public works and safety or the street department, such board or department shall give a five-day written notice to the owner or one of the owners of the real estate to cut and remove said weeds, unkept lawn grasses or other rank vegetation. The notice shall be served by a law enforcement officer of the city upon the owner or one of the owners or by registered mail addressed to the last known address of the owner or owners of the real estate.
