A.    It is unlawful for any person to tack or nail bills or leaflets on posts, poles, trees or elsewhere in public places in the city in such a manner as to be torn off or blown off and scattered over the streets. It is unlawful for handbills to be placed upon or in automobiles and other vehicles in any manner while parked on streets or in public parking lots.

    B.    Any person who shall violate any of the provisions of this section shall upon conviction thereof be fined in any sum not less than fifty dollars nor more than five hundred dollars. (Prior code § 18-11)
