The Edinburgh / Bartholomew / Columbus Joint District jurisdiction is the result of special legislation in the State of Indiana created to address situations where multiple cities, counties, and/or towns have interest in the development of a particular area.  The creation of this Joint District was prompted by the construction of the Edinburgh Premium Outlets. The Planning Department administers the development regulations in this area through an inter-local agreement between the Town of Edinburgh, the City of Columbus, and Bartholomew County.  This area is currently regulated by the Bartholomew County development regulations in effect at the time of the Joint District’s creation.
