The Planning Department manages zoning and subdivision regulations for four separate political jurisdictions - the City of Columbus, Bartholomew County, the Edinburgh / Bartholomew / Columbus Joint District, and the Town of Hartsville. The regulations and some processes vary by jurisdiction.

Joint District
The Edinburgh / Bartholomew / Columbus Joint District jurisdiction is the result of special legislation in the State of Indiana created to address situations where multiple cities, counties, and/or towns have interest in the development of a particular area. This creation of this Joint District was prompted by the construction of the Edinburgh Premium Outlets. The Planning Department administers the development regulations in this area through an inter-local agreement between the Town of Edinburgh, the City of Columbus, and Bartholomew County. This area is currently regulated by the Bartholomew County development regulations in effect at the time of the Joint District’s creation.

Town of Hartsville
The Planning Department provides limited services to the Town of Hartsville through a contract between the Town and Bartholomew County. The Planning Department’s role is limited to reviewing development applications against the Town’s zoning regulations.
