
PACT Program
PACT: Providing Affordable Construction & Transformation
As part of the City’s ongoing commitment to affordable housing programs and initiatives, we are excited to offer a new tool to our community in the form of the PACT Program. This program seeks to incentivize home building projects that directly meet the needs identified in the 2024 Housing Study. By focusing this program on vacant lots and sites targeted for demolition, we can expand our effort to increase housing density and support growth in existing affordable neighborhoods.
This program aspires to:
- Create new low to moderate-income single-family housing stock in the city
- Provide subsidies to incentivize new home builds in missing, critical price points
- Incentivize builders to remove substandard or blighted structures while making way for new housing stock
- Links to housing study:
- Houses under $250,000 need to be heavily subsidized in order to be built
- Houses, $250,000 – $299,999, are still not available to meet local demand

Before you Begin:
To complete the application, you will need the following:
- Proof of good standing with the Indiana Secretary of State. Digital copy (PDF) of the most recent Business Entity Report status from INBIZ.gov.
- Proof of up-to-date property taxes on the lot in question. Proof of this is a screen shot (PDF) from the Bartholomew County GIS system (Tax Bill tab) showing zero balance due from most recent tax year for property address.
- Proof of income tax compliance report from the IRS. A tax compliance report for a business or individual can be accessed and downloaded on IRS.gov .
- Building Permit. If you already have your building permit, a digital copy of the building permit (PDF format). If you don’t have your building permit, we will ask you to commit to the timing (month) when you expect to receive it.
