Project Summary

In November 2024, the Redevelopment Commission approved Resolution #35-2024, which authorized the Redevelopment Commission to execute the Project Agreement with Rubicon Development Group for the referenced mixed-use development located generally between Washington Street and Jackson Street south of 11th Street.

  • 120 units of multi-family housing, 10% of which are to be considered workforce housing at a 20% rent reduction;
  • a 143-space parking garage; and
  • 5,300 sq. ft. of first-floor commercial and tenant common space.

11th & Washington Road Improvement Study

In coordination with the planned development, the Redevelopment Commission has partnered with the City Engineering Department and GAI Consultants, Inc to conduct an analysis of the impact of this & nearby development projects on traffic flow and safety. The project consists of the preparation of a traffic study to investigate geometric and signal changes that will improve the safety and traffic flow in the study area. The study will be followed by the preparation of construction drawings and specifications.

Key items to be included as part of the study are the following:

  • Traffic counts and capacity analysis
  • Changes to signal phases and timing plans
  • Pedestrian facility improvements
  • Changes in intersection geometry
  • Reduction of travel lanes on Washington Street and 11th Street

The study area includes the intersection of 8th Street and Brown Street, 11th Street from the roundabout to Washington Street, and Washington Street from 11th Street to 25th Street.
