Please Note:  In response to the current national health emergency, the Planning Department office in City Hall has been closed to the public effective March 17, 2020.  Our staff, however, is working remotely and you are encouraged to contact us by phone or e-mail (click here for a phone number and e-mail list).  If you reach voice mail, please leave a message and your call will be returned or you will receive an e-mail follow-up.

All previously scheduled public meetings are postponed indefinitely.  This includes the March 23 Bartholomew County Board of Zoning Appeals meeting and March 24 Columbus Board of Zoning Appeals meeting.  These and other postponed meetings will be re-scheduled when and as appropriate.

Further, the Planning Department will not be accepting any applications for matters that will require a public hearing, including variance, conditional use, rezoning, site development plan, and annexation applications.  Please continue to feel free to contact our staff for input on any of these applications that you may submit in the future.

Applications for matters that can be approved administratively will continue to be accepted.  Completed application forms and the necessary supporting material may be e-mailed to  A staff member will then follow-up with you on the application.  Please allow us some additional time for a response as we and others who will review your materials are currently working under unusual circumstances.  All application fees for these items are waived during our office closure.

The City of Columbus – Bartholomew County Planning Department provides both long-range community planning and current development review services for the City of Columbus and Bartholomew County.  The Planning Department also provides zoning and subdivision control administration services for the Town of Hartsville and the Edinburgh / Bartholomew / Columbus Joint District Plan Commission.  The Planning Department is a companion agency to the Bartholomew County Department of Technical Code Enforcement which provides building permit and inspection services for Columbus and Bartholomew County.

The mission of the Planning Department is (1) to assist the development community and the public in interpreting and applying land use regulations and processes, (2) to provide land use and development information to local officials and the public, (3) to facilitate public discussion of development, land use, and other community issues.
